摘 要:国际科技合作是推动科技创新、促进全球经济增长的重要途径。然而,美国自2018年以来,通过实施贸易保护主义,与中国“脱钩断链”;加大核心技术领域投入,争夺竞争优势;打造“小院高墙”,挤压中国科技合作空间等手段对中国进行科技遏制。这对双方科技合作产生了显著影响:一方面,中美各自科技论文产出量都有下降态势,美国下降尤为明显;另一方面,中美仍是对方最大的科技论文合作国,双方在非核心技术领域合作规模不减反增。从全球层面看,全球科技合作网络仍在继续深化,科技合作网络密度持续提升,新兴国家节点作用愈加突出,去中心化、区域化特征加速推进。International cooperation is a crucial avenue for driving technological innovation and promoting global economic growth.However,for the purpose of technology containment against China,since 2018,the United States has implemented trade protectionism,seeking to"decouple"and"disengage"from China;increased investment in core technology sectors to compete for supremacy;created"small yard,high wall"to squeeze China's space for international collaboration.These containments have significantly impacted technological cooperation between the two countries:on one hand,the output of papers of SCI in both the U.S.and China has shown a downward trend,particularly pronounced in the U.S.;on the other hand,the U.S.and China remain to be each other's largest co-author partners in SCI papers,with an increasing trend of cooperation in non-core technology areas rather than decreasing.In the global level,the international scientific cooperation network continues to deepen with growing density,and the roles of emerging countries has become more prominent.Besides,the decentralization and regionalization of international cooperation is accelerated in the years.
