万隆精神对印尼外交政策的规范塑造与中印尼关系实践

摘　　要：万隆精神作为发源于南南合作的重要国际规范,对印尼外交政策产生了持续而深远的影响。作为万隆会议的东道主和发起国,印尼对万隆精神的传承与创新,体现了发展中国家在国际规范建构中的主体性和能动性。万隆精神通过规范内化、制度化和创新性实践等路径,深刻塑造了印尼的外交身份与政策取向,体现在坚持独立自主的外交理念、推动区域多边主义和南南合作的深化等方面。在中印尼关系发展进程中,万隆精神为双方构建了共同的规范认知基础,推动了两国在政治互信、经济合作和人文交流等领域的全方位合作。特别是在共建“一带一路”与“全球海洋支点”愿景对接的过程中,万隆精神的规范价值得到了创造性转化。当前,随着全球治理体系重构和国际格局的深刻演变,万隆精神在实践过程中面临着国家利益与规范价值的张力、文化认知与战略理性的平衡、地缘政治竞争与区域合作的协调等多重挑战。在此背景下,作为全球南方重要力量的中国和印尼,应在践行万隆精神的基础上深化战略互信、加强发展战略对接、共同应对全球性挑战。这不仅有助于推动南南合作走深走实,也将为构建更加公平合理的国际秩序、推动人类命运共同体建设作出积极贡献。展望未来,万隆精神作为重要的国际规范资源,将继续为发展中国家开展互利合作、参与全球治理提供重要的规范指引与实践智慧。The Bandung Spirit,as a significant international norm originating from South-South cooperation,has had a lasting and profound impact on Indonesia’s foreign policy.As the host and initiator of the Bandung Conference,Indonesia’s inheritance and innovation of the Bandung Spirit show the subjectivity and agency of developing countries in constructing international norms.Through norm internalization,institutionalization,and innovation,the Bandung Spirit has shaped Indonesia's diplomacy,fostering independence,regional multilateralism,and South-South cooperation.In the development of China-Indonesia relations,the Bandung Spirit has provided a shared normative foundation for both,promoting comprehensive cooperation in political mutual trust,economic cooperation,and cultural exchange.Particularly in aligning the“Belt and Road”Initiative with the“Global Maritime Fulcrum”,the normative value of the Bandung Spirit has been creatively transformed and innovatively practiced.Amid global governance restructuring and shifts in the international order,the Bandung Spirit faces challenges like balancing national interests with normative values,reconciling cultural understanding with strategic rationality,and aligning geopolitical competition with regional cooperation.In this context,China and Indonesia,as major forces of the Global South,should deepen strategic mutual trust,strengthen the alignment of development strategies,and jointly address global challenges based on the Bandung Spirit.This will not only help promote South-South cooperation more deeply and practically but also contribute positively to constructing a fairer and more just international order and advancing building a community with a shared future for mankind.Moving forward,the Bandung Spirit will remain a vital normative resource,offering guidance and practical wisdom for developing countries to foster mutually beneficial cooperation and engage in global governance.
