摘  要:在全球能源转型不断加速的背景下,构建安全可靠的绿色能源供应链是实现碳达峰碳中和的关键支撑。本研究基于供应链韧性理论与系统脆弱性分析,构建了一个包含原材料供给、能源转化、储能调节、输配管理和终端应用的多层次理论框架。实证分析发现,中国在风电、光伏等新能源产业在全球供应链中具有显著优势,但同时面临战略性矿产资源依靠进口、核心技术创新不足、国际贸易壁垒加剧等挑战。针对上述问题,本研究提出构建“三大支撑、两大保障”的战略体系,通过完善资源保障机制、突破关键技术瓶颈、推进产业链升级三大支撑,配套制度创新与基础设施两大保障体系,全面提升绿色能源供应链的安全性与韧性,为推进能源转型与保障能源安全提供理论依据和政策启示。In the context of accelerating global energy transition,building a safe and reliable green energy supply chain is crucial for achieving carbon peaking and carbon neutrality.Based on supply chain resilience theory and system vulnerability analysis,this study constructs a multi-level theoretical framework encompassing raw material supply,energy conversion,energy storage and regulation,transmission and distribution management,and end-use applications.Empirical analysis reveals that China holds significant advantages in the global supply chain of renewable energy industries such as wind and photovoltaic power,but simultaneously faces systemic challenges including high dependence on strategic mineral resources,insufficient core technological innovation,and escalating international trade barriers.In response to these issues,the study proposes a strategic system of"Three Supports and Two Guarantees"to comprehensively enhance the security and resilience of the green energy supply chain.The research conclusions provide theoretical support and policy insights for advancing energy transition and ensuring energy security.
