革命老区振兴与农村居民收入增长——来自区县级数据的证据

摘　　要：革命老区农村地区是共同富裕目标实现中任务最艰巨繁重的地区,充分发挥政府作用,推动革命老区振兴以提升农村居民收入至关重要。将赣闽粤原中央苏区振兴发展规划的实施作为一项“准自然实验”,利用双重差分模型考察了革命老区振兴对农村居民收入的影响。结果表明:革命老区振兴政策显著增加了农村居民收入,相较于未实施振兴发展规划的地区,政策实施地区的农村居民收入提升了约7.8%。农村居民收入增加主要来源于创业活跃度的提升及其带来的农业创业活跃性提高与非农经济份额扩大以及非农就业增加,而农业就业人数受政策影响出现了显著下降。应该强化在市场经济体系相对薄弱革命老区的振兴政策,激活县域经济和农业创新创业活力,促进革命老区乡村特色产业发展和居民收入提升。The rural areas in the old revolutionary regions face the most arduous and demanding task in achieving the goal of common prosperity.It is crucial to better leverage the role of the government to increase the income of rural residents.This paper treated the implementation of the revitalization and development plan for the original Central Soviet Area as a“quasi-natural experiment”and used difference-in-differences model to examined the impact of the revitalization of old revolutionary areas on rural residents’income.The results indicated that the revitalization policy of old revolutionary areas has significantly increased the income levels of rural residents,compared to areas where the revitalization and development plan was not implemented,the rural residents’income in the areas where the policy was implemented increased about 7.8%.The reason was the enhancement of entrepreneurial activity and agricultural entrepreneurship activity,the expansion of the non-agricultural economic share,and the increase in nonagricultural employment,however,the numbers of people employed in agriculture have significantly declined due to the policy.It was necessary to strengthen the revitalization policies in old revolutionary areas where the market economic system was relatively weak,activate the county-level economy and the vitality of agricultural innovation and entrepreneurship,and promote the development of rural characteristic industries and the increase of residents’income in old revolutionary areas.
