摘  要:构建以新能源为主体的新型电力系统是保障电力“碳达峰、碳中和”如期实现的重要依托,受新能源出力季节性波动大、短时间歇性和随机性强等自然属性影响,系统安全稳定运行对调节资源的需求将大幅增加。依托现有大型水电、火电基地联合周边风电、光伏资源打捆外送,可利用传统电源调节能力平抑新能源出力短时波动,利用多类型电源出力互补特性提高系统电力保供能力,是保障新型电力系统安全运行和促进新能源消纳的重要手段。为此,本文提出了一种大型能源基地风光水火打捆能力评估方法,结合新能源和传统电源出力互补特性,以新能源全年弃电率为约束,在不新增系统调节能力需求、不降低能源基地自身调节能力的前提下,最大化基地可打捆新能源容量。分别针对云南地区典型水电基地和火电基地开展仿真验证,结果表明了本文所提方法可在不新增调节措施的基础上提高系统新能源并网和消纳能力。The new-type power system dominated by renewable energy is the essential method to realize carbon peaking and reduction in the field of electricity.However,the demand for regulaion resources will be significantly increasing for the safety and realibity of power sysem operation,due to the seasonally fluctuation,short-term intermittent and uncertainty of renewable energy output power.The wind-solar-hydro-thermal-bundled transaction mode depending on the existing energy base can utilize the regualtion ability of traditional sources to smooth the short-term power flucations of renewabel energy,and enhance the power supply by the complementary chracteristics of multi-type sources.So that this bundled transaction mode has been recognized as an effective means to guarantee the safe operation of power system and promote the consumption of renewable energy.In this paper,a method to evaluate the bundled transaction ability of large-scale energy bases is proposed based on the complementary characteristics of renewable energy and traditional sources.In the proposed method,the maximum bundled capacity of renewable eenergy is optimized with the constraint of the annual abandoment rate,without increasing the regualtion resource demand of the whole power system or reducing the original regualtion ability of the energy base.Finally,the simulation results of the typical hydro power base and thermal power base in Yunnan province verfy that the proposed method can promote the penetration and consumption of renewable energy without increasing extra regualtion meausres.
