摘　　要：公证机构正从行政化转向社会化和市场化,合作制公证组织作为新模式,正推动边疆省区如新疆的公证体制改革。然而,改革面临法律定性不明确、有效供给不足、人才储备不足、新型业务拓展有限、运行管理不成熟等问题。为确保改革顺利,需明确法律属性,增加法律供给,加强人才队伍建设,积极发展新业务,并创新管理机制。通过综合措施,确保边疆公证机构改革成功。Notary offices are shifting from an administrative model to a more socialized and market-oriented one.As a new model,cooperative notary organizations are driving the reform of the notary system in frontier provinces and regions,such as Xinjiang.However,the reform faces challenges such as unclear legal definition,insufficient effective supply,inadequate talent reserve,limited expansion of new business,and immature operation and management.In order to ensure the smooth reform,it’s necessary to clarify the legal attribute,increase the legal supply,strengthen the construction of talent team,actively develop new business,and innovate the management mechanism.With a set of comprehensive measures,the successful reform of frontier notary offices can be ensured.
