试论中国各历史时期边海防的基本特征

摘　　要：中国古代王朝国家时期,中原王朝与外围政权或各分立政权不断交往与碰撞,其边海防特征表现为尚未明晰的疆域边界、因俗而治的治边原则以及重陆轻海的防卫观念。跨入近代主权国家后,各族人民共同抵御外辱,边海防的特征向边界的内缩与清晰、边海防危机与民族危机相互交织以及御外治内失措转变;新中国成立后,在中国共产党的领导下,我国边海防的内涵和外延发生了深刻变化,有理有利有节解决边海防争端以及通过党政军警民合力强边固防、构建周边命运共同体等有效途径推进现代边海防建设。During the ancient dynastic period in China,the Central Plains dynasties continuously interacted and collided with peripheral regimes or various separatist powers.The characteristics of border and coastal defense during this period were marked by unclear territorial boundaries,the principle of governance based on local customs,and a defense concept that emphasized land over sea.In modern times when China gained its sovereignty,people of all ethnic groups jointly resisted foreign aggression,and the characteristics of border and coastal defense shifted towards the contraction and clarification of boundaries,the interweaving of border and coastal defense crises with national crises,and the failure to effectively manage external threats and internal governance.After the founding of the People’s Republic of China,especially under the leadership of the Communist Party of China,the connotations and extensions of China’s border and coastal defense have changed profoundly.Disputes over border and coastal defense have been resolved in a rational,advantageous,and measured manner.Modern border and coastal defense construction has been advanced through effective approaches such as joint efforts by the Party,government,military,police,and civilians to strengthen border consolidation and defense,and the building of a community with a shared future with neighboring countries.
