数字平台驱动政府回应机制重塑的逻辑探寻——以G省Q州“12345”政务服务平台为例

摘　　要：数字平台嵌入政府治理已成为各地治理常态。既有研究多关注平台与政府回应效能的关系,却忽视了平台与政府回应机制存在逻辑联系。基于协同演进理论构建“整合式协同”框架,对G省Q州“12345”政务服务平台展开研究,发现数字平台通过整合政府组织结构、制度规则及行为机制中的数字要素与传统治理要素,使之形成相互推动的协同状态,从而重塑政府回应机制并提升回应效果。研究为分析平台驱动政府回应性治理提供了新的分析模型,可为政府治理数字化转型提供理论支持。The embedding of digital platforms into government governance has become a governance norm in various areas.Previous studies have focused on the relationship between platforms and government responsiveness,but have neglected the logical connection between platforms and government response mechanism.Based on the synergistic evolution theory,we constructed the framework of“integrated synergy”to study the“12345”government service platform in Prefecture Q of Province G.The study shows that the digital platform integrates the digital elements in the government organisational structure,institutional rules and behavioural mechanisms and the traditional governance elements to form a synergistic state of mutual promotion,and thus reshape the government response mechanism and enhance response effectiveness.The study provides a new analytical model for analysing platform-driven government response governance,and can provide theoretical support for the digital transformation of government governance.
