摘　　要：本研究选取2005—2020年全国283个地级市作为研究对象,旨在实证分析创新型城市与智慧城市双试点政策对新质生产力发展水平的影响效应及其作用机制,并从发展程度、地理区位以及城市人口规模等多个维度检验双试点政策影响效应的异质性。研究结果表明:双试点政策实施能够显著提升样本城市的新质生产力发展水平。异质性分析结果揭示,双试点政策在发达城市、西部地区及特大型人口规模城市对新质生产力发展具有促进作用,在欠发达城市、中部城市及大中型人口规模城市的促进作用更为显著。研究揭示了技术进步效应与对外开放效应作为双试点政策推动新质生产力发展的关键机制,并且证实了双试点政策在促进新质生产力发展方面具有显著的空间溢出效应。By selecting 283 prefecture-level cities in China from 2005 to 2020,this study aims to empirically analyze the impact effect and mechanism of the dual pilot policies of innovative cities and smart cities on the development level of new quality productive forces,and tests the heterogeneity of the impact effect of the dual pilot policies from multiple dimensions such as the degree of development,geographical location,and urban population size.The results show that the implementation of the dual pilot policies can significantly enhance the development level of new quality productive forces in the sample cities.The heterogeneity analysis reveals that the dual pilot policies have a certain promoting effect on the development of new quality productive forces in developed cities,western regions,and cities with an extra-large population;and the effect is more significant in less developed cities,central cities,and cities with a medium and large population.The in-depth research reveals that the technological progress effect and the opening-up effect are the key mechanisms for the dual pilot policies to promote the development of new quality productive forces,and confirms that the dual pilot policies have a significant spatial spillover effect in promoting the development of new quality productive forces.
