基于地质环境适宜性的益阳市中心城区建设用地体检评估及优化研究  

Examination Assessment and Optimization of Construction Land Based on Geological Environment Suitability:A Case Study of Central Urban Area in Yiyang City

摘  要:城市体检评估是国土空间规划实施监督的重要抓手。构建了包含工程建设与地下空间开发条件、地质资源、水土环境、地质灾害和生态地质环境等5个维度的地质环境适宜性评价指标体系,以国土空间规划建设用地地块为评价基本单元,对益阳市中心城区地质环境适宜性评价的单个要素和总体情况进行了空间统计,采用优化的热点分析方法识别出各要素和总体情况的冷热点区域。整体评估结果表明,益阳市中心城区规划建设用地地质环境适宜性评估结果为冷点区域的地块573个,面积1007.13hm²;单要素评估结果表明,益阳市中心城区规划建设用地由3704个地块至少在一个维度上为冷点区域。针对5个维度的冷点区域,分门别类地提出政策建议:工程建设与地下空间开发条件维度的冷点区域应加强地下空间总体规划的编制;地质资源维度的冷点区域应加强地质资源的保护利用;水土环境维度的冷点区域应实施水土保持工程;地质灾害维度的冷点区域应适当提高建设项目的工程建设标准;生态地质环境维度的冷点区域应对生态环境进行系统治理与修复。City examination assessment serves as an important tool for the supervision of the implementation of territorial spatial planning.A geo-environmental suitability evaluation index system encompasses five dimensions,including engineering construction and underground space development conditions,geological resources,soil and water environment,geological hazards,and ecologically geological environment.Taking the land parcels designated for territorial spatial planning and construction as the basic evaluation unit,spatial statistics were conducted on the individual elements and overall situation of geological environment suitability evaluation in the central urban area of Yiyang City.An optimized hotspot analysis method was used to identify the less-popular and hotspots of the individual elements and overall situation.The comprehensive assessment results show that based on the geological environment suitability assessment,the planned construction land in the central urban area of Yiyang City consists of a total of 573 less-popular parcels with an area of 1007.13 hm2;in contrast,when evaluating individual elements,the planned construction land in the same place consists of 3,704 less-popular parcels in at least one dimension.For the five dimensions of less-popular spot areas,policy suggestions are proposed:enhance the overall planning of underground space in the dimension of engineering construction and underground space development conditions;intensify the protection and utilization of geological resources in the geological resources dimension;implement water and soil conservation projects in the soil and water environment dimension;raise the engineering construction standards for projects in the geological hazards dimension;and systematically govern and restore the ecological environment in the ecologically geological environment dimension.
