低碳城市试点政策对华中区域旅游经济的影响分析——基于准自然实验的视角

摘　　要：近年来,随着全球气候变化的加剧,低碳发展理念逐渐受到重视,许多地区开始实施低碳城市试点政策,有效推动城市转型和经济升级。采用2006—2017年华中区域(河南、湖北、湖南)32个城市384个样本的面板数据,借助准自然实验法,运用倾向匹配双重差分模型(PSM-DID)进行相关研究,研究结果表明:低碳城市试点政策通过提升旅游目的地的吸引力和游客满意度来影响旅游经济,城市异质性通过旅游资源差异、经济结构差异以及城市规模和品牌影响力差异等方面体现出来;低碳城市试点政策对旅游经济的发展存在显著的促进作用;低碳试点政策对省会城市旅游经济发展的促进作用比非省会城市更为显著。因此,建议通过绿色旅游资源开发、基础设施提升、品牌建设和政策支持等举措,推动低碳城市建设,促进旅游经济的可持续发展。In recent years,as global climate change has intensified,the concept of low-carbon development has increasingly gained prominence.Many regions have initiated low-carbon city pilot policies,which have effectively facilitated urban transformation and economic upgrading.This paper utilizes the panel data of 384 samples from 32 cities in Central China(Henan,Hubei,Hunan)from 2006 to 2017,and conducts a relevant research using a quasi-natural experimental method and propensity-matched double-difference model(PSM-DID).The results show that:The low-carbon city pilot policy significantly promotes the development of the tourism economy;the policy influences the tourism economy by enhancing the attractiveness of tourist destinations and the satisfaction of visitors;urban heterogeneity is reflected through differences in tourism resources,economic structure,city size,and brand influence;the low-carbon city pilot policy has a significant promoting impact on the development of tourism economy,with a more pronounced effect in provincial capital cities compared to non-capital cities.Therefore,it is recommended to promote the construction of low-carbon cities and the sustainable development of the tourism economy through measures such as green tourism resource development,infrastructure improvement,brand establishment,and policy support.
