上海市创新资源空间集聚特征及其影响因素研究

摘　　要：创新资源是推动上海发展的新质生产力、建设具有全球影响力科技创新中心的关键要素之一。基于上海市经济和信息化委员会2022年发布的“上海市产业地图”在线平台提供的创新资源微观数据,运用DBSCAN方法,研究上海市创新资源空间集聚特征,使用负二项回归方法,分析上海街道/乡镇尺度上创新资源集聚的影响因素。研究发现:上海中心城区、浦东新区、近郊闵行区、远郊嘉定区和松江区,分别形成了漕河泾、张江、紫竹、安亭、松江工业园区等重要创新资源集聚区;近郊宝山区、远郊金山区以及青浦区、奉贤区、崇明区等地创新资源数量相对较少;研究生学历人口占总人口比例越大、企业密度越高越有利于街道/乡镇集聚创新资源;设立国家级或市级开发区也有利于街道/乡镇吸引创新资源。因此,建议以市级或国家级开发区为依托,以人才为重点,建设城郊双向互动的“创新飞地”,促进上海创新资源向郊区扩散,推动宝山、金山等传统工业基地转型升级,提升郊区创新能力。Innovation resources are one of the key elements to promote the development of new productivity in Shanghai and contribute to the establishment of a globally influential scientific and technological innovation center.Based on the microdata of innovation resources from the online platform"Shanghai Industry Map"released by Shanghai Municipal Commission of Economy and Information Technology in 2022,the DBSCAN method is used to study the spatial agglomeration characteristics of innovation resources in Shanghai.The negative binomial regression method is used to analyze the factors influencing the agglomeration of innovation resources at the street or township scale in Shanghai.The research finds that the central urban area of Shanghai,Pudong New Area,Minhang District in the suburbs,Jiading District in the outer suburbs and Songjiang District have developed significant innovation resource clusters such as Caohejing,Zhangjiang,Zizhu,Anting,and Songjiang Industrial Park.suburban areas such as Baoshan District,suburban Jinshan District,Qingpu District,Fengxian District,Chongming District and other areas have a relatively smaller number of innovative resources.The larger the proportion of people with graduate degrees in the total population and the higher the density of enterprises,the more favorable it is for streets or towns to gather innovative resources.Establishing national or municipal development zones is also beneficial for attracting innovative resources to streets or towns.Therefore,it is recommended to create"innovation enclaves"with two-way interaction between urban and suburban areas based on municipal or national development zones,focusing on talent development.This approach aims to promote the diffusion of Shanghai's innovation resources to the suburbs,facilitate the transformation and upgrading of the traditional industrial bases,such as Baoshan and Jinshan,and enhance the innovation capacity of suburban areas.
