香港地铁TOD模式可借鉴性分析

摘　　要：为借鉴香港地区推行TOD模式的经验,助力我国内地城市轨道交通实现可持续发展目标,文章首先通过解析香港地区地铁发展历程,总结其TOD模式实践的4条成功经验,即设定以公共交通引领城市发展的“轨道+物业”TOD综合开发顶层战略,通过超前谋划、合作共赢等多种手段促进TOD价值提升,针对不同的投资阶段确定相应投融资模式,以及制定和优化相关法规、条例以完善TOD综合开发所需政策保障体系;然后,借鉴香港地区经验,分析内地城市在TOD综合开发上所面临的困境与难点;最后有针对性地提出内地城市推进TOD综合开发的建议,即在战略上系统谋划顶层设计,在规划上超前设计以实现土地价值提升,在经营上多元化发展以提升自我造血能力,在实施上高位统筹并完善保障政策。希望能为我国内地以TOD综合开发带动城市集约化、精细化发展提供参考和借鉴。To learn from Hong Kong’s region experience in implementing the TOD model and to assist China' Mainland cities achieve the goal of sustainable development of urban rail transit,this article analyzes the development process of the Hong Kong region MTR and summarizes four successful experiences in the construction of TOD projects in the first place,namely setting up a top-level strategy of“rail+property”TOD comprehensive development,taking public transportation as a lead for urban development,promoting the enhancement of TOD value through various means such as advanced planning and win-win cooperation,determining corresponding investment and financing models for different investment stages,as well as formulating and optimizing relevant laws,regulations and ordinances to improve the policy safeguard system required for TOD comprehensive development.Then,drawing on the Hong Kong region experience,this article analyzes the difficulties and challenges faced by mainland cities in TOD comprehensive development;last but not least,this article puts forward targeted suggestions for mainland cities to promote TOD comprehensive development,namely,strategically and systematically planning the top-level design,advancing planning to realize land value enhancement,diversifying development to enhance self-reliance,and coordinating implementation and improving support policies.It is hoped that this article could provide a reference and an example to build on for China's Mainland to promote intensive and refined urban development through TOD comprehensive development.
