淮河生态经济带国土空间“三生”功能评价及耦合协调性分析

摘　　要：“三生”功能协调是国土空间开发保护的重要准则,是推进区域协调发展的核心要素.构建“三生”功能评价指标体系及其耦合协调模型,探讨了2010—2020年淮河生态经济带国土空间“三生”功能格局和耦合协调度的时空变化规律.研究表明:2010—2020年,淮河生态经济带国土空间“三生”功能评价得分提升显著,增幅达75.88%;不同区域不同城市的增幅差异明显,东部海江河湖联动区城市的增幅最为凸显.淮河生态经济带“三生”功能空间分异显著,生产功能和生活功能呈“东部高值集聚、中部低值连片、西部中值散点分布”的空间发展态势;生态功能呈“整体高值、局部低值”的团状分布态势.淮河生态经济带“三生”功能耦合协调度均值由2010年的0.527增加到2020年的0.734,区域耦合协调度整体水平由勉强协调迈入中级协调层级.“三生”功能协调性空间差异显著,整体呈“东高西低”的阶梯状分布趋势,是地区经济发展、新型城镇化建设、生态环境治理共同耦合作用的结果.据此,提出了相应的对策建议,以期为淮河生态经济带“三生”空间协调发展提供参考依据.The coordination of“Production-living-ecological”functions is an important criterion for the development and protection of land space and an important part of promoting regional coordinated development.The evaluation index system of the“Production-living-ecological”function and its coupling coordination model are constructed to study the spatial-temporal variation of the land space of the Huaihe River Ecological Economic Belt from 2010 to 2020.The conclusions of the analysis are as follows.From 2010 to 2020,the evaluation score of the“Production-living-ecological”function of the land space of the Huaihe River Ecological Economic Belt had increased significantly,with an increase of 75.88%;the increase of different cities in different regions was obviously different,and the increase of cities in the eastern Haijiang River-Lake linkage area was the most prominent.The spatial differentiation of“Production-living-ecological”function in Huaihe River Ecological Economic Belt was significant.The production function and life function showed a spatial development trend of”high value agglomeration in the east,low value contiguous in the middle,and high value scattered distribution in the west”.The ecological function showed a cluster distribution trend of“overall high value,local low value”.The average value of the coupling coordination degree of the“Production-living-ecological”function of the Huaihe River Ecological Economic Belt increased from 0.527 in 2010 to 0.734 in 2020,and the overall level of regional coupling coordination degree moved from barely coordination to intermediate coordination level.The spatial difference of functional coupling coordination of“Production-living-ecological”was significant,and the overall trend was“east high and west low”,which was the result of the combined effects of regional economic development,new-type urbanization and ecological and environmental governance.Based on the analysis and evaluation results,this paper puts forward corresponding counterm
