摘　　要：国际产能合作是“一带一路”建设的核心内容之一,它是指中国与“一带一路”共建国家围绕产业发展在技术、资金、资源等方面开展合作,旨在推动要素资源在更大的空间范围内优化配置,从而促进中国与“一带一路”共建国家之间的产业协同发展。十多年来,“一带一路”国际产能合作在实践中取得蓬勃进展,相关学术研究也日益深入。从凝聚国际共识、健全政策体系、延伸合作领域、拓展区域布局、洽商合作项目5个方面,系统分析“一带一路”国际产能合作的实践进展。在此基础上,剖析“一带一路”国际产能合作的学术研究历程,主要研究议题涉及国际产能合作主体、合作重点领域、合作基础条件、合作机制与模式、合作机遇与风险。在高质量共建“一带一路”新阶段,“一带一路”国际产能合作在实践中应注重风险防范、普惠共赢和绿色转型,在学术研究上应注重完善理论分析框架,探索优化合作模式,定量分析合作效应,从而推动“一带一路”国际产能合作行稳致远。International capacity cooperation is one of the core contents of the Belt and Road Initiative(BRI).It refers to cooperation between China and participating countries in technology,capital,resources and other aspects around industrial development,aiming to promote the optimal allocation of factor resources in a larger space and facilitate the coordinated development of industries between China and BRI partner countries.Over the past decade,BRI-driven international production capacity cooperation has made vigorous progress in practice,with related academic research also deepening.This paper systematically reviews the practical progress of international production capacity cooperation under BRI,and summarizes the practical achievements in five aspects,including building international consensus,improving policy system,extending cooperation fields,expanding regional layouts,and negotiating cooperation projects.On this basis,this paper objectively evaluates the evolution of academic research on international production capacity cooperation under BRI,and the main research topics include cooperation entities of international production capacity,key areas of cooperation,basic conditions for cooperation,cooperation mechanism and models,and cooperation opportunities and risks.In the new stage of high-quality co-construction of BRI international production capacity cooperation should focus on risk prevention,mutual benefit and win-win outcomes,and green transformation in practice.In academic research,attention should be paid to improving the theoretical analysis framework,exploring and optimizing the cooperation model,and quantitatively analyzing the cooperation effect,thereby promoting the stable and sustainable development of international production capacity cooperation under BRI.
