我国数字经济监管的区域差异及空间关联网络结构

摘　　要：完善数字经济监管体系,推动数字经济规范健康发展,是中国式现代化的一个重要课题。从监管基础、监管效率、监管强度与监管潜力4个维度构建评价数字经济监管水平的指标体系后,运用投影寻踪模型和泰尔指数分析2017—2021年我国31个省(区、市)的数字经济监管水平及区域差异特征,应用引力模型和网络分析法探索数字经济监管的空间关联特征。实证结果表明,我国数字经济监管水平整体呈上升趋势,但提升的最主要原因并非监管强度,而是监管潜力与监管效率;东部地区数字经济监管水平领先于其他地区,南方地区数字经济监管水平优于北方地区。数字经济监管的差异呈先扩大后缩小再扩大的趋势,且区域内差异明显。分维度而言,监管潜力差距最大,监管强度差异最小。数字经济监管具有较强的网络特征,且省份之间的联系越来越紧密,但网络密度有待进一步提升。东部地区、南方地区对网络的控制力较强,均从其他地区获得了较高的数字经济监管关联性收益,而南方地区也发挥了较大的溢出效应,辐射带动其他地区数字经济监管发展。基于此,提出充分挖掘并释放数字经济监管潜力、尽快提升数字经济监管效率、避免将“数字鸿沟”发展为“监管鸿沟”以及加强数字经济监管的空间关联4方面的优化路径。Improving the regulatory system of the digital economy and promoting the standardized and healthy development of the digital economy are important issues for Chinese-style modernization.After constructing an indicator system for evaluating the level of digital economy regulation from four dimensions:regulatory foundation,regulatory efficiency,regulatory intensity,and regulatory potential,this paper uses the projection pursuit model and Theil index to analyze the level of digital economy regulation and regional differences in 31 provinces in China from 2017 to 2021.The gravity model and network analysis method are applied to explore the spatial correlation characteristics of digital economy regulation.The empirical results indicate that the overall regulatory level of China’s digital economy is on the rise,however,the main reason for the improvement is not regulatory intensity,but rather regulatory potential and efficiency.The regulatory level of digital economy in the eastern region is ahead of other regions,while the southern region outperforms the northern region.The differences in the regulation of digital economy show a trend of first expanding,then narrowing and then expanding,with significant intra-regional differences.In terms of dimensions,the difference in regulatory potential is the largest,while the difference in regulatory intensity is the smallest.The regulation of the digital economy has strong network characteristics,and the connections among provinces are becoming increasingly close,but the network density needs to be further improved.The eastern and southern regions have stronger control over the network,and both have obtained higher correlation benefits from other regions in terms of digital economy regulatory,while the southern region has also exerted a significant spillover effect,radiating to promoting the development of digital economy regulation in other regions.Based on these findings,four optimization paths are proposed:fully tapping and releasing the potential of digital economy regula
