超大城市水资源利用分析与经济发展脱钩评价——以上海市为例

摘  要:为了全面探究超大城市水资源利用现状与经济发展的关系,以上海市为例,从水资源生态足迹视角出发,构建水资源生态足迹与经济发展脱钩评价模型进行分析。结果表明:(1)上海市水足迹呈下降趋势,趋向良性发展,但是工业和生活耗水量相对较大,仍然存在水资源分配失衡问题;(2)上海市10年间人均水资源生态赤字均值为-0.35 hm^(2)/人,生态压力指数为3.3,水资源利用与生态环境保护面临较大压力;(3)水资源利用与经济发展脱钩率达90%,其中强脱钩占比60%,说明经济发展相对脱离水资源的依赖,状态较为理想,但农业生产与水资源利用处于不够协调的弱脱钩状态,对水资源环境会造成不利影响,需要进一步优化生产方式。In order to comprehensively investigate the relationship between the current status of water resource utilization and economic development of megacities,this paper took Shanghai as an example and constructed a decoupling evaluation model of water resource ecological footprint and economic development from the perspective of water resource ecological footprint for analysis.The results show that:(1)The water footprint of Shanghai is decreasing and tends to be a benign development,but industrial and domestic water consumption is relatively large,and there is still an imbalance in water resource allocation;(2)The average value of per capita water resource ecological deficit in Shanghai during these 10 years is-0.35 hm^(2)/person,and the ecological pressure index is 3.3,so the water resource utilization and ecological environmental protection are under great pressure;(3)The decoupling rate between water resource utilization and economic development reaches 90%,among which strong decoupling state accounts for 60%,indicating that the economic development is relatively independent of water resource,and the status is relatively ideal,but agricultural production and water resource utilization are in a weak decoupling state that is not coordinated enough,which will adversely affect the water resources and environment,so that further optimization of the production mode is needed.
