摘　　要：油气行业减排项目众多,但缺乏碳资产评价体系,难以快速识别项目是否具备开发潜力,导致错失开发时机。针对此问题,研究了国内外9类开发机制,筛选出UER、VCS、GCC、CCER共4类适用油气行业的碳资产开发机制,通过深度剖析案例,从中归纳出15项碳资产评价的关键指标,并对15项指标的权重进行了量化,建立了碳资产开发评估模型及计算公式。该模型可通过简单收集项目信息,判断项目碳资产开发潜力,优选开发机制及方法学,指导油气行业碳资产开发,较人工开发效率提升80%以上。The oil and gas industry has numerous emission reduction projects,but lacks the carbon asset evaluation system,which makes it difficult to quickly identify whether the projects have development potential and results in missed development opportunities.In response to this issue,the nine types of development mechanisms have been studied at home and abroad,and the four types of carbon asset development mechanism that applied to the oil and gas industry,namely UER,VCS,GCC and CCER,are identified.Through in-depth analysis of the case,the key indicators of 15 carbon asset evaluations are summarized,the weights of the 15 indicators are quantified,and the carbon asset development evaluation model and calculation formula are established.The model can judge the development potential of project carbon assets by simply collecting project information,optimize the development mechanism and methodology,and guide the development of carbon assets in the oil and gas industry,which is more than 80%more efficient than manual development.
