摘　　要：中国式现代化背景下,建设以创意经济为主导的城市群成为我国参与科技创新和新兴产业全球竞争的关键抓手。作为长三角城市群的重要组成部分,扬子江城市群着力推进创意产业协同发展,但区域间协调合作机制不健全、产业链和创新链融合不足、创新要素空间分布不均衡等问题制约着创意城市群的建设进程。基于对“创意城市”及“城市群”内涵的剖析,归纳阐释“城市群”升级为“创意城市群”需具备的基本条件。在分析扬子江创意城市群发展堵点难点的基础上,以创意城市群建设需具备的基本要素为逻辑起点,结合世界级创意城市群的建设经验,提出加强规划引领、明确产业分工、壮大链主企业、深化数字赋能、创新人才引育、践行“城—人—产”模式等具体措施,以全面提升扬子江创意城市群建设水平。Under the background of Chinese-style modernization,the construction of urban agglomerations dominated by creative economy has become the key to China’s participation in scientific and technological innovation and global competition in emerging industries.As an important part of the Yangtze River Delta urban agglomeration,the Yangtze River urban agglomeration focuses on promoting the coordinated development of creative industries.However,prob⁃lems such as imperfect inter-regional coordination and cooperation mechanisms,insufficient integration of industrial chains and innovation chains,and uneven spatial distribution of innovation elements still exist objectively,which re⁃strict the construction process of creative urban agglomerations.Based on the analysis of the connotation of‘creative city’and‘urban agglomeration’,the concept core of creative urban agglomeration is understood,and seven basic conditions for upgrading‘urban agglomeration’to‘creative urban agglomeration’are summarized.Based on the a⁃nalysis of the difficulties in the development of the Yangtze River creative urban agglomeration,taking the basic ele⁃ments required for the construction of the creative urban agglomeration as the logical starting point,combined with the construction experience of the world-class creative urban agglomeration,this paper puts forward some specific meas⁃ures to comprehensively improve the construction level of the Yangtze River creative urban agglomeration,such as strengthening the planning guidance,clarifying the industrial division of labor,strengthening the main chain enterpri⁃ses,deepening the digital empowerment,introducing and cultivating innovative talents,and practicing the‘city-person-production’model.
