人大代表联络站工作模式及其效能提升路径

摘　　要：随着人大代表联络站在全国各地的设立,通过创新人大代表联系人民群众的方法,完善工作机制,形成了多种工作模式,丰富了闭会期间更好发挥代表作用的有效途径。这些工作模式有:代表联络站阵地融合、资源共享,整合承载功能;通过“一站一特色、一站一品”,提升服务品质;及时化解基层矛盾纠纷,强化社会治理;通过“接访、约访、流动访”,畅通民意表达渠道等。为了进一步增强人大代表闭会期间履职实效,丰富全过程人民民主的生动实践,就需要依据人大代表履职能力要素,通过增强人大代表的政治观念、法治观念和群众观念,完善人大代表联络站工作方式方法,推进代表联络站迭代升级等路径,进一步提升人大代表联络站的效能。With the establishment of liaison offices for deputies to people’s congresses across China,a variety of working models have been formed by innovating the methods for deputies to connect with the people and improving the working mechanisms,enriching the effective ways for deputies to play their roles during the inter-sessional period.These working models include:integrating positions and sharing resources in the liaison offices for deputies to achieve comprehensive carrying functions;improving service quality through the approach of“One Office One Feature,One Office One Brand”;resolving grass-roots conflicts and disputes promptly to strengthen social governance;and unblocking channels for the expression of public opinion through“receiving public visits,scheduled interviews,and mobile visits”,etc.In order to further enhance the effectiveness of deputies to people’s congresses in performing their duties during the inter-sessional period and enrich the vivid practice of the whole process of people’s democracy,it is necessary to base the assessment on the performance capabilities of deputies,by enhancing the political concept,the concept of the rule of law,and the people-centered concept of deputies,improving the working methods of the liaison offices for deputies,and promoting their iterative upgrading.
