国土空间规划背景下划定工业用地控制线的方法初探——以《襄阳市高新区国土空间分区规划》为例

摘　　要：在目前的国土空间编制体系下,各地均有划定工业用地控制线的相关要求,但对于如何科学划定却无规范的要求,导致在规划编制中各地均存在不同的问题。文章将工业用地控制线的划定与城市的经济发展相结合,对如何科学合理地保障工业用地进行了深入研究。特别是对于工业用地规模的预测,采用了从现状出发预测和从目标出发反推两种方法,立足于本地的实际情况进行了较为合理的探索,为在新时期国土空间规划编制中合理划定工业用地控制线提供了一种思路。Under the current territorial spatial planning system,various regions have relevant requirements for delineating control lines for the use of industrial land.However,there are no standardized requirements for how to scientifically delineate the control line,resulting in different problems in the preparation of the planning in different regions.This paper combines the delineation of industrial land control lines with urban economic development,and conducts in-depth research on how to scientifically and reasonably ensure the industrial land use.Especially for the prediction of the scale of industrial land,two methods of predicting from the current situation and deducting from the ideal results are adopted.Based on the local reality,more reasonable approaches are explored to provide some ideas for reasonably delineating the industrial land control lines in the territorial spatial planning in the new era.
