数字产业集群发展:竞争优势重塑与政策范式重构

摘　　要：数字产业集群不仅是数字经济时代产业空间组织迭代升级的必然方向,也是发展新质生产力的重要空间载体。在围绕“空间逻辑-主体构成-互动机制”三方面廓清数字产业集群内涵特征及其演化逻辑的基础上,本文认为数字产业集群依托现实和数字空间的深度交互实现了创新要素的跨时空融合、价值创造的网络化分工以及具有互补性关联的参与主体间的高效匹配,从而塑造了新的竞争优势。在遵循与数字经济技术范式相匹配的原则下,本文尝试提出一个数字产业集群适配性产业政策范式,即对过往产业集群发展中常见的选择性产业政策的使用保持审慎,代以市场增进型产业政策作为数字产业集群产业政策的基础范式,并强调中央政府通过国家战略和规划统筹协调数字产业集群发展实践。The digital industry cluster is not only an inevitable direction for the iterative upgrading of industrial spatial or⁃ganization in the digital economy era,but also an important spatial carrier for the development of new quality productive forces.On the basis of clarifying the connotation characteristics and evolutionary logic of digital industry clusters from the three aspects of"spatial logic--subject composition--interaction mechanism",this article believes that digital industry clusters rely on deep interaction between reality and digital space to achieve cross temporal integration of innovative elements,networked division of labor for value creation,and efficient matching between participating subjects with complementary relationships,thereby shaping new competitive advantages.Following the principle of matching with the digital economy technology paradigm,this article at⁃tempts to propose a digital industry cluster adaptive industrial policy paradigm,which is to maintain prudence in the use of selec⁃tive industrial policies commonly seen in the development of past industrial clusters,and replace market enhancing industrial policies as the basic paradigm of digital industry cluster industrial policies.It emphasizes that the central government coordi⁃nates the development practice of digital industry clusters through national strategies and planning.
