摘　　要：“资源”和“民族主义”是地理学的核心分析范畴,但“资源民族主义”的概念在该学科中却较少受到关注。墨西哥的资源民族主义有着深厚的历史渊源,能源部门在经济和文化遗产中发挥着重要作用。通过系统梳理墨西哥资源民族主义的形成发展过程及其对墨西哥能矿资源行业的影响,理解其与历史和社会政治的关系。结果发现,当前墨西哥能源和矿业投资前景具有不确定性,绿色经济推动资源民族主义再度兴起,资源民族主义的政策导向使政府干预形式更加隐蔽,环境和人权问题成为外国投资面临的重大挑战,上述因素将导致能矿资源行业外国投资风险增加。对此,应加强风险管控,识别和衡量风险敞口;利用法律工具,寻求东道国国内补救措施或国际仲裁来保护投资;运用政治工具,寻求投资企业母国政府、国际组织或媒体参与规避投资风险;构建环境、社会和治理(ESG)优势管理并规避风险。"Resources"and"nationalism"are core analytical categories in geography,but the concept of"resource nationalism"has received little attention in the discipline.Mexico's resource nationalism has deep historical roots,and its energy sector plays an important role in its economy and cultural heritage.In this paper,we systematically analyzed the formation and development of Mexican resource nationalism and its impact on the Mexican energy and mineral resources industry and understood its relationship with history and social politics.The analysis finds that the current investment prospects in Mexico's energy and mining industry are uncertain.The green economy has promoted the resurgence of resource nationalism.The policy orientation of resource nationalism has made government intervention more covert.Environmental and human rights issues constitute important challenges for foreign investment.These factors will increase foreign investment risks in the energy and mining resources industry.Investment can be protected by strengthening risk management,identifying and measuring risk exposures;using legal tools,seeking domestic remedies in the host country or international arbitration;using political tools,seeking the involvement of the government of the home country of the investing enterprise,international organizations,or the media in resolving the investment risks;and constructing environmental,social,and governance(ESG)strengths to manage and avoid risks.
