总体国家安全观的文明基底与理论体系

摘　　要：总体国家安全观作为中国共产党历史上第一次形成的系统完整的国家安全理论,内涵丰富、论述深刻,植根于中华文化思想精华和中华文明精神谱系,吸取和超越了西方国家(国际)安全理论。总体国家安全观有厚重的文明基底,主要体现为超越长期以来西方国家秉持的精英主义、零和博弈、绝对安全思想,主张人民安全、共同安全和相对安全,这些正是中华优秀传统文化蕴含的安全智慧。在总体国家安全观创新发展进程中,实现了对传统安全观念的质变性超越,集中表现在三个方面:注重历史传承,汲取人类文明有益成果;注重术语创新,提出一系列时代新范畴新命题;注重范式转换,形成鲜明的系统性研究范式。从总体国家安全观核心要义看,已经形成包括“道路论”“统筹论”“体系论”“发展论”“法治论”在内的中国特色国家安全“理论硬核”。总体国家安全观从多方面展现出鲜明的中国特色国家安全理论特质,分别是:马克思主义中国化时代化与总体国家安全观契合同构、中华优秀传统文化为总体国家安全观发展提供文化养分、维护国家安全实践与总体国家安全观形成良性互动关系,以及总体国家安全观助推中国国家安全学自主知识体系构建。正是总体国家安全观十余年来不断创新发展,推动构建起中国特色国家安全理论体系。As the first systematic and complete national security theory in the history of the Communist Party of China,a holistic approach to national security is rich in connotations and profound in expositions.It is deeply rooted in fine traditional Chinese culture and the wisdom of Chinese civilization,drawing inspiration from and transcending Western national(international)security theories.This holistic approach to national security has a solid civilizational basis,as evidenced by the fact that it has transcended Western countries'long-held notions such as elitism,zero-sum game,and absolute security by championing the people's security,common security,and relative security,crystalizing the wisdom of China's fine traditional culture regarding security.In its process of innovation and development,China's holistic approach to national security has qualitatively transcended traditional security concepts:it cherishes historical traditions while drawing on the achievements of other civilizations;it emphasizes terminological innovation and has proposed a series of new frontiers and new visions of epochal significance;it pushes paradigm shifts and has created a distinctively systematic research paradigm.From the perspective of its core,a holistic approach to national security has formed national security theories with Chinese characteristics,including the“path theory,”the“coordination theory,”the“system theory,”the“development theory,”and the“rule of law theory.”This approach has distinct features as a national security theory with Chinese characteristics in many aspects.For example,China has adopted a holistic approach to national security in the process of adapting Marxism to the Chinese context and the needs of the times;fine traditional Chinese culture has provided fertile soil for the development of a holistic approach to national security;China's practice of safeguarding national security has created positive interplay with its holistic approach to national security;a holistic approach to national se
