非洲联盟推进地区安全治理体系建设的政策与成效评析

摘　　要：2015年推出的《2063年议程》标志着非洲进入自主发展新阶段,非盟自此从宏观综合视角推进地区安全治理体系建设。在理念和制度层面,非盟在综合安全观指引下关注人的安全,奉行“非洲问题非洲解决”原则,搭建起非洲大陆、区域、国家和外部行为体互动的多层安全治理架构。在行动和实践层面,非盟从能力建设角度强化和平与安全架构的各项职能,增进非洲和平与安全架构、非洲治理架构的协同效应,创设更多临时安全机制应对具体安全议题,推动地区安全治理取得些许积极成效。当前,非盟安全治理的效果仍受规划悬浮与行动失配之间、内部自主与外部依赖之间、大陆主导与区域协调之间的矛盾等多重因素制约。未来,“以联合促发展、以发展促治理、以治理促安全”或将是提升非盟安全治理有效性的破解之道。The Agenda 2063 adopted by the African Union(AU)in 2015 marked a new stage in the continent's independent development.Thereafter,the AU has been promoting a regional security governance system from a macro and comprehensive perspective.At the conceptual and institutional levels,the AU has followed the guidance of a comprehensive security approach that prioritizes human security,adhered to the principle of“African solutions to African problems,”and established a multi-layered security governance architecture involving interactions across the African continent,between different subregions and nations,and with external actors.At the operational and practical levels,the AU has strengthened the functionality of its peace and security regime through capacity building,improved synergy between the African Peace and Security Architecture and the African Governance Architecture,and created interim mechanisms to address specific security challenges.Thus,the AU has achieved some progress in regional security governance.However,the effectiveness of the AU's security governance remains constrained by multiple factors,including the“implementation gap”between plans and actions,the internal call for independence and the external reality of dependency,and the discord caused by continental leadership and regional coordination.Looking ahead,the solution for enhancing the AU's security governance may lie in“promoting development through unity,improving governance through development,and boosting security through governance.”
