“中文+”助力西部陆海新通道的机理、挑战及路径

摘　　要：西部陆海新通道是“一带一路”建设的有机组成部分,也是我国西部地区扩大开放的重要抓手。“中文+”在助力西部陆海新通道建设中展现出巨大的潜力和价值。一方面,二者的时空一致性可有效推进协同发展;另一方面,二者的目标互补性可促进要素融合。分析发现“中文+”助力西部陆海新通道建设在宏观规划与多元主体协调、复合人才培养和“中文+”资源跨区域整合方面存在诸多挑战。未来可考虑将“中文+”纳入通道规划,积极构建多元主体协调机制;加大“中文+”人才培养力度,切实提升人才适配效度;建立资源共享平台,有效促进“中文+”区域均衡发展。The New Western Land-Sea Corridor is an integral part of the Belt and Road Initiative and a crucial leverage point for promoting the opening up of western China.“Chinese+”demonstrates immense potential and value in supporting the construction of the New Western Land-Sea Corridor.On the one hand,the spatiotemporal consistency between the two can effectively promote coordinated development;on the other hand,their complementary goals can facilitate the integration of various elements.This paper reveals that“Chinese+”faces several challenges in supporting the construction of the New Western Land-Sea Corridor,including macro-planning,coordination among multiple stakeholders,the training of the multidisciplinary talent,and the cross-regional integration of the“Chinese+”resources.Future considerations include incorporating“Chinese+”into the corridor planning,actively constructing a multi-stakeholder coordination mechanism,strengthening the training of the“Chinese+”talent to effectively enhance talent adaptability,and establishing a resource-sharing platform to promote the balanced regional development of“Chinese+”.
