摘  要:建立真正体现临床医师专业技术水平和劳动价值的医师职称评价体系对提升医师职业认同感和成就感至关重要。我国现行的临床医师职称晋升实行“考、评、聘”相结合的评价体系,存在评价体系不成熟、聘后考核制度不完善、评价模式缺乏科学性等问题。借鉴美国、英国和德国临床医师职称评价模式,建议从顶层设计入手,以宏观政策引领医师职称评价改革;制订人才培养方案,建立具有中国特色的人才培养模式;下放职称评审权限,注重行业及用人单位的主导作用;加强职称动态管理,强化聘期考评与激励机制相衔接;构建多元评价体系,逐步实现医师职称分类分级评价;注重实践技能考核,突出品德、能力和业绩综合素养;明确薪酬改革方向,引导医师回归临床专注救死扶伤。Establishing a professional title evaluation system for clinical physicians that truly refl ects the professional technical level and labor value of clinical physicians is crucial for enhancing their professional identity and sense of achievement.The current promotion of professional titles of clinical physicians in China adopts a combined evaluation system of“examination,evaluation,and appointment”,which has problems such as immature evaluation system,imperfect post-appointment assessment system,and lack of scientific evaluation mode.Drawing on the evaluation models for professional titles of clinical physicians in the United States,the United Kingdom,and Germany,it is recommended to start with top-level design and use macro policies to guide the reform of evaluation of professional titles of clinical physicians;develop talent cultivation plans and establish a talent cultivation model with Chinese characteristics;delegate the authority of professional title evaluation,and emphasize the leading role of the industry and employers;strengthen the dynamic management of professional titles,and enhance the connection between employment evaluation and incentive mechanisms;build a diversifi ed evaluation system,and gradually realize the classification and grading evaluation of professional titles of clinical physicians;emphasize the assessment of practical skills,and highlight the comprehensive qualities of morality,ability,and performance;clarify the direction of salary reform,and guide clinical physicians to focus on clinical practice.
