摘  要:专家评估能够客观监督检验专家评审结果的有效性和准确性,有效保障科技创新人才选拔评价的公平公正。一些发达国家建立了同行评议反评估的标准,为同行评议的规范化、标准化提供了支撑。为提高气象科技创新人才选拔的质量与成效,本研究借鉴国内外研究和实践经验,根据气象部门分组评审与合组审议的评审机制,设计了科技创新人才选拔评审专家评估指标,并据此构建了专家评审绩效评估指标体系,以期客观反映专家在评审过程中的实际表现与贡献。运用相关指标,对2020年至2023年气象科技创新人才选拔评价的数据进行实证分析,结果显示,专家评审结果总体有效性和准确性较高,分组评审与合组审议的评审机制展现出较强的科学性。同时,研究也揭示了专家评估的积极作用,可根据专家评估结果更好地遴选专家和动态优化专家库。此外,针对个别专家评分偏差较大的问题,本文提出了采用体操计分法优化评分方法的建议,以期进一步提升评价的准确性。Expert evaluation can objectively supervise and verify the effectiveness and accuracy of expert review results and can eff ectively ensure the fairness and impartiality of assessment for selection of scientifi c and technological innovation talents.Some developed countries have established standards for peer review and counter evaluation,providing support for the standardization and normalization of peer review.In order to improve the quality and eff ectiveness of selection of meteorological scientifi c and technological innovation talents,this research draws on domestic and foreign research and practical experience,designs evaluation indicators for assessment experts for selection of scientific and technological innovation talents based on the review mechanism of grouped review and joint deliberation in meteorological departments,and accordingly establishes an expert review performance evaluation indicator system to objectively refl ect the actual performance and contribution of experts in the review process.Using relevant indicators,an empirical analysis is conducted on the data of assessment for selection of meteorological scientific and technological innovation talents from 2020 to 2023.The results show that the overall effectiveness and accuracy of expert review results are high,and the review mechanism of grouped review and joint deliberation demonstrates strong scientific nature.At the same time,it also reveals that there are certain diff erences in expert assessment level,and some experts have signifi cant deviations in their ratings.It is suggested to optimize the scoring method by using the gymnastics scoring method in order to further improve the accuracy of assessment,in response to the problem of signifi cant deviations in individual expert ratings.
