全面加强新时期长江河道采砂管理的思考

摘　　要：自2002年1月《长江河道采砂管理条例》施行以来,长江河道采砂综合整治取得了显著成效。长江干流河道采砂管理体制基本理顺,责任制体系和相关政策法规体系基本建立,规划许可制度和监管措施也已确立,采砂管理秩序得到有效维护,长江生态环境大大改善,已形成“标本兼治、总体可控”“大规模盗采江砂基本绝迹”态势,逐步走向依法、科学、有序的良好局面。新时期,将坚持以人民为中心的发展理念,勇于责任担当,不断完善河道采砂管理法规体系,加强日常监管,强化信息一体化,促进地方与部门联动、齐抓共管,让河道采砂管理“长江模式”更上新台阶。Since the implementation of the Regulations on the Management of Sand Mining in the Yangtze River Channel in January 2002,significant achievements have been made in comprehensive regulation of sand mining in the Yangtze River channel.Currently,the management system for sand mining in the main stream of the Yangtze River has been basically streamlined,the responsibility system and relevant policy and regulation system have been established,and the planning permit system and supervisory measures have been introduced.As a result,the order of sand mining management has been effectively maintained.Ecological environment of the Yangtze River has been greatly improved and has reached an overall controllable state of“treating both symptoms and root causes”and“eliminating large-scale illegal sand mining”,gradually moving towards a positive situation characterized by legality,scientific management,and order.In the new era,we will adhere to the development concept centered on the people,be brave in taking responsibility,continuously improve the regulation system for river sand mining management,strengthen daily supervision,enhance information integration,and promote coordination and joint management among local authorities and departments.Our aim is to bring the“Yangtze River model”of river sand mining management to a new level.
