摘　　要：伴随城市化进程的加快,建筑废弃物产生量不断增大,如何构建科学高效的建筑废弃物治理体系,提升建筑废弃物资源化利用水平,避免建筑废弃物围城的困境,成为当前城市建筑废弃物治理的重点和难点。通过调研,分析总结了江苏南京、扬州、镇江、常州等城市在建筑废弃物规划编制、建设实施、管理运营、机制保障等方面的先进经验,提出了专项规划统筹、企业准入制度建设、装修垃圾处置收费奖补机制保障、智慧平台跟踪监管等建筑废弃物治理的相关对策和建议,以期为其他城市建筑废弃物治理提供借鉴。As urbanization accelerates,the generation of construction waste continues to increase.Establishing a scientific and efficient governance system for construction waste,enhancing resource recycling,and avoiding the"construction waste siege"have become the current primary concern and challenge for the governance of urban construction waste.Through investigations,we analyzed the advanced experiences of Nanjing,Yangzhou,Zhenjiang,Changzhou and other cities in Jiangsu Province in the construction waste planning,implementation,management and operation,and mechanism guarantee.Based on these analysis,we put forward the following measures:specialized planning coordination to ensure comprehensive waste management,systematic construction of enterprise access to regulate the industry,charging and subsidy mechanism for construction decoration waste to incentivize proper disposal,and tracking and supervising construction waste through intelligent platform.These suggestions are expected to serve as the reference for construction waste governance in other cities.
