提升投资水平 助推湖北省流域水环境质量提升

摘　　要：“十三五”以来,通过水质提升攻坚和大力实施水污染防治行动计划,湖北省主要河流断面水质优良比例从84.2%上升到90.5%,水环境质量稳固改善,但仍有部分河湖生态系统退化,水质改善压力大。实现流域生态环境综合治理离不开高水平投资,当前湖北省在这方面还存在财政投入保障不足、社会资本投资力度有限、治理资金使用效率有待提升等问题。建议湖北进一步拓宽财政资金渠道、提高对流域治理的投入,着力推进市场化机制带动社会资本投资,完善规划管理机制,提升流域治理资金使用效率。通过优化提升投资水平,助推湖北省流域水环境质量进一步提升。Since the 13th Five-Year Plan,the water environment quality in Hubei Province has continuously improved with the proportion of main river sections increasing from 84.2%to 90.5%due to vigorous efforts to enhance water quality and water pollution prevention and control actions.However,the ecosystems of some rivers and lakes are still degrading,posing great pressures to further improve water quality.The comprehensive management of ecological environment in watersheds can be achieved through high-level investment,yet Hubei Province faces problems such as insufficient financial support,limited social capital investment,and inadequate efficiency of fund use.To address these issues,we suggest that Hubei province should further expand its financial funding channels,increase investments in watershed governance,promote market-oriented mechanisms to drive social capital investment,improve planning and management mechanisms and enhance the efficiency of fund utilization in watershed governance.The water environment quality in watersheds of Hubei Province can be further improved by optimizing and improving the investment level.
