湖北省数字经济高质量发展水平测度研究

摘　　要：湖北省积极响应党的“二十大”提出的经济高质量发展要求,推进数字经济的高质量发展进程。从数字基础设施、数字产业化、产业数字化、数字创新能力四个维度,构建数字经济高质量发展测度指标体系,运用熵权TOPSIS法对湖北省2012—2021年数字经济高质量发展综合指数进行了测度。结果表明:湖北省数字经济总体发展情况呈稳中向好的趋势。数字产业化和数字创新能力两个维度对湖北省数字经济发展起到了主要贡献作用,数字基础设施和产业数字化两个维度的贡献作用略微逊色,存在着新型基建的资金投入量不足、产业数字化的融合不够充分等问题。最后结合湖北省实际情况及我国数字经济发展较好地区的经验,提出以下建议:加大对配套政策的支持,促进新基建的发展;加快数字服务转型,推动数字产业化发展;加强产业数据融合,促进产业数字化发展;加强科技人才培训,促进数字创新能力发展。Hubei Province actively responds to the high quality development requirements put forward by the 20th National Congress of the Communist Party of China,aiming to promote the high quality development of digital economy.In this study,a measurement index system for the high quality development of digital economy is constructed from four dimensions including digital infrastructure,digital industrialization,industrial digitalization and digital innovation capability.The comprehensive index of high quality development of digital economy in Hubei Province from 2012 to 2021 is measured by using the entropy weight TOPSIS method.Results reveal that the overall development of digital economy in Hubei Province has generally improved.Specifically,industrial digitalization and digital innovation capability play major roles in the development of digital economy in Hubei Province,followed by digital infrastructure and industrial digitalization,indicating problems such as insufficient capital investment in new infrastructure and uneven integration in industrial digitalization.Based on current situations in Hubei Province and the experience of areas with higher lever of digital economy in China,we suggest to increase support for supporting policies and promote the development of new infrastructure,accelerate the transformation of digital services and enhance the development of digital industrialization,strengthen the industrial data integration and promote the development of digital industrialization.By strengthening the training of scientific and technological talents,we aim to enhance the development of digital innovation ability.
