云南省水价改革的现状、问题及政策建议

摘　　要：水价改革是水资源节约与保护的重要抓手。我国水价改革已历经多个周期和阶段,但受经济发展情况、水资源状况、减负补贴政策等因素的限制,未能形成科学有效的调整管控机制。在分析国内外及云南省水价改革的现状的基础上,指出了云南省水价改革所面临的水价调整和精准补贴两大困境,并结合云南省的实际情况,提出了继续推进云南省水价改革的5项具体政策建议,包括建立合理的水利工程供水价格体系,政府主导,多元化分担,分区分类调整现行水价,建立水价动态调整机制,加强水价改革中的宣传引导等。Water price reform is an important means for water resource conservation and protection.The research on China’s water price reform has gone through multiple cycles and stages.However,due to the limitations posed by economic development,water resources,burden-reducing subsidy policies and other factors,a scientific and effective adjustment and control mechanism for water price has not yet been formed.By analyzing the current situation of water price reform both in China and broad,as well as in Yunnan Province,we identified two primary challenges of water price reform in Yunnan Province:water price adjustment and targeted subsidies.Additionally,given the practical situation in Yunnan Province,we offered five policy suggestions to further advance the water pricing reform in Yunnan Province:establishing a reasonable water supply price system for water conservancy projects,government leadership,multi-party undertake,adjusting current water prices by classification,establishing a dynamic adjustment mechanism of water prices,and strengthening publicity and guidance in water price reform.
