基于PMC指数模型的彝医药政策分析

摘　　要：目的对彝医药政策进行量化评价,分析和把握彝医药政策设计的优劣之处,为相关部门政策优化和执行提供参考。方法构建PMC指数模型,计算PMC指数并进行PMC曲面图分析,对样本政策进行量化评价。结果纳入研究的16项政策PMC指数平均得分为6.45,属良好等级,其中,优秀级政策4项,良好级政策10项,不良级政策2项。结论彝医药政策整体质量优良,但政策目标制定缺少支撑保障,政策工具使用结构不均衡,强制型政策工具占比较高,在具体实施过程中应根据各地彝医药发展特色优化均衡各类政策工具的使用。未来的研究中可进一步提高该模型的普适性,尝试开展多民族医药相关政策的量化分析与比较研究。Objective To perform a quantitative evaluation of Yi medicine policies,and to analyze and grasp the strengths and weaknesses of Yi medicine policy design,thus providing certain references for relevant departments to optimize the implementation of the policies.Methods A Policy Modeling Consistency(PMC)index model was constructed.The PMC index was calculated,and the PMC surface diagram was analyzed to quantitatively evaluate the policy samples.Results The average PMC index value of the 16 policies included in the study was 6.45,which was of a good grade,including 4 policies of excellent grade,10 policies of good grade,and 2 policies of poor grade.Conclusion The overall quality of Yi medicine policy is excellent,but lacks support and guarantee for the formulation of policy objectives.Additionally,the structure of the use of policy tools is unbalanced,with mandatory policy tools accounting for more.Hence,the use of various types of policy tools should be optimized and balanced according to the characteristics of Yi medicine in different regions during the process of concrete implementation.In future research,the general applicability of the model can be further optimized,which will help to further carry out quantitative analysis and comparative research on policies related to multi-ethnic medicine.
