摘  要:建筑能效测评是对建筑物能源利用效率的科学评估过程,而能力验证是利用实验室间比对,按照预先制定的准则评价参加者能力的一种合格评定活动。通过创新引入“能力验证”技术组织全国检验机构开展建筑能效测评比对活动,一方面解决了针对我国建筑能效测评机构的技术能力缺少有效评价方法的问题;另一方面促进了我国建筑能效测评结果的准确性,为中国建筑节能工作的深入推进和“双碳”目标的实现贡献了积极作用。根据全国建筑能效测评能力验证结果,分析当前行业整体水平,并从建筑模型的搭建、性能参数的设定、边界条件的设置以及建筑能耗的计算分析等方面探讨若干技术问题,并向相关从业机构提出技术建议。Building energy performance evaluation is a scientific assessment process of building energy efficiency,and proficiency testing is a conformity assessment activity that evaluates the ability of participants according to the pre-established criteria.Through innovative introduction of “Proficiency Testing” technology,the national inspection institutions were organized to carry out the technical capacity comparison activities on the building energy performance evaluation,on the one hand solving the problem of lack of effective evaluation method for the technical capability of the building energy performance evaluation institutions in China;on the other hand promoting the accuracy of building energy performance evaluation results in China,contributing to the further promotion of building energy efficiency and the realization of “Dual-Carbon Goals”.Based on the proficiency testing results of the building energy performance evaluation nationwide,this paper analyzes the overall level of the current industry,and discusses several technical issues from the aspects of building model construction,setting of performance parameters,setting of boundary conditions,calculation and analysis of building energy consumption,and makes relevant technical suggestions to the working institutions.
