经济不确定背景下地方管理者激励转型与培育新质生产力

摘　　要：文章利用2012—2022年我国910个县域面板数据,实证检验了在当前经济不确定背景下,地方政府激励机制转变如何影响县域产业结构的转型升级,进而探讨如何构建新型生产关系以适应新质生产力发展。研究发现:经济不确定性与地方管理者变化减缓了县域产业结构由低级化向高级化演进的动态进程,影响了新质生产力的发展;其中,地方管理者所面临的发展压力与晋升年龄压力阻碍了县域产业结构高级化和新质生产力的发展。然而,调整激励机制后,地方管理者任职预期越长,则越有利于产业结构的高级化和新质生产力的发展;另外,地方管理者社会网络的增强也促进了县域产业高级化和新质生产力发展。本文从转变地方管理者激励机制角度,为县域产业结构高级化和新质生产力发展的研究提供了新视角。Using panel data from 910 counties in China from 2012 to 2022,the article empirically tests how the changes of local governments incentive mechanism affect the transformation and upgrading of county.level industrial structure and the development of new quality productivity under the background of economic uncertainty in China and then discusses how to build new production relations to adapt to the development of new quality productivity.The findings reveal that changes in local economic policies and the turnover of local governors have slowed the dynamic process of transitioning county.level industrial structures from lower to higher levels,thereby impeding the development of new.quality productivity.Specifically,the development pressure and promotion age pressure faced by local governors hinder the advancement of county.level industrial structures and the development of new.quality productivity.However,when incentive mechanisms are adjusted,a longer expected tenure for local governors is found to facilitate industrial structure advancement and the development of new.quality productivity.Additionally,the strengthening of local governors'social networks promotes the advancement of county.level industrial structures and the development of new.quality productivity.This study provides a new perspective on the upgrading of county.level industrial structures and the development of new.quality productivity by focusing on the transformation of incentive mechanisms for local governors.
