摘　　要：为分析我国西部7个省份2014—2023年道路运输企业安全情况,基于数据包络分析原理,构建了面向面板数据、只有非期望输出的区域道路运输企业安全评价Malmquist指数分解模型。研究发现,西部7个省份道路运输企业全年度平均技术进步指数均大于1;除宁夏、新疆外,其余各省纯技术效率变化指数均小于1,规模效率变化指数均为1。研究结果表明,行业监管是推动道路运输企业安全提升的决定性因素,管理和技术因素对道路运输企业安全有较大影响,生产经营规模不是影响道路运输企业安全的主要因素。宁夏的全要素生产率处于各省最稳定状态,贵州、重庆波动较大;受技术进步指数和规模效率双重影响,四川和云南在行业安全监管方面具备较大的提升潜力;较于西北地区,如何提高道路运输企业安全技术和管理水平是西南地区需要关注的问题。研究结论为区域道路运输企业安全评价和安全提升提供了借鉴参考,有助于推动区域道路运输企业本质安全发展。This study aims to analyze the safety situation of road transport enterprises in seven western provinces of China from 2014 to 2023.To achieve this objective,a Malmquist index decomposition model for the safety evaluation of regional road transport enterprises with panel data and only undesired output is constructed based on the principle of data envelopment analysis.The study revealed that the mean annual technological progress index for road transport enterprises in the seven western provinces is greater than 1.With the exception of Ningxia and Xinjiang,the pure technical efficiency change index for the remaining provinces is less than 1,while the scale efficiency change index is equal to 1.The research results indicate that industry regulation is the decisive factor in promoting the safety improvement of road transport enterprises.Management and technical factors have a significant impact on the safety of road transport enterprises.However,the scale of production and operation is not the main factor affecting the safety of road transport enterprises.The total factor productivity of Ningxia is in the most stable state among all provinces,while that of Guizhou and Chongqing exhibits considerable volatility.The technological progress index and scale efficiency have a significant impact on the regulation of industry safety in Sichuan and Yunnan,indicating substantial potential for improvement.In comparison to the northwest region,the southwest region is confronted with the challenge of enhancing the level of safety technology and management in road transport enterprises.The research conclusions can serve as a valuable reference point for the assessment and enhancement of safety in regional road transport enterprises,thereby facilitating the advancement of their intrinsic safety.
