新经济企业孵化导向下中试产业的发展研究

摘　　要：中试产业作为推动科技创新和产业发展相互衔接的桥梁,对于增强产业自主性和促进产业高端化具有十分重要的作用。通过对中试产业的发展分析以及发展影响因素的调节来寻找推动中试产业高质量发展的方式,基于新经济企业孵化作为中试产业发展的必然结果,同时针对中试产业发展中遇到的问题,采用系统动力学方法构建基于新经济企业孵化的中试产业系统动力学模型,以探明中试产业的内在运行过程和过程中的影响因素,模拟各因素变化时对中试产业发展的影响。研究结果表明:在中试产业发展过程中,中试熟化系数对中试产业发展的促进作用>中试服务利润系数>中试人才系数;且在这3个因素中,中试产业产值对中试熟化系数的变化更为敏感。此外,中试需求增加一倍时,中试产业产值相对同年初始值将增加一倍以上。因此,在中试产业发展过程中,应首先侧重于提升中试平台的中试熟化能力,其次应提升中试平台提供中试服务可获得的利润,再其次要注重培养和引进中试人才。此外,也应该设法增大中试需求。As a bridge to promote the interconnection of scientific and technological innovation and industrial development,the development of pilot industry plays a very important role in enhancing industrial autonomy and promoting industrial high-end.Through the analysis of the development of the pilot industry and the regulation of the development of influencing factors,this paper attempts to find ways to promote the high-quality development of the pilot industry so as to incubate more new economic enterprises and add more new power for economic development.Based on the incubation of new economy enterprises as the inevitable result of the development of pilot industry,and at the same time for the problems encountered in the development of pilot industry,the system dynamics model of pilot industry based on the incubation of new economy enterprises is constructed by adopting system dynamics method,in order to find out the inner operation process of pilot industry and the influencing factors in the process,and simulate the influence of the change of each factor on the development of pilot industry.The research results show that in the process of pilot industry development,the promotion effect of pilot ripening coefficient on the development of pilot industry>profit coefficient of pilot service>talent coefficient of pilot;and among these three factors,the output value of the pilot industry is more sensitive to the change of the pilot ripening coefficient;moreover,when the demand for pilot tests doubles,the output value of the pilot industry will more than double relative to the initial value of the same year.Therefore,in the process of developing the pilot industry,the focus should be firstly on improving the pilot maturation capacity of the pilot platform,secondly on improving the profitability of the pilot platform in providing pilot services,and thirdly on training and introducing pilot talents.In addition,efforts should be made to increase the demand for pilot tests.
