中国省域经济高质量发展水平测度与路径选择

摘　　要：高质量发展已成为中国经济社会发展的基本特征,是全面建设社会主义现代化国家的必然要求。基于新发展理念视角,构建包括创新发展、协调发展、绿色发展、开放发展、共享发展5个维度共27个指标的经济高质量发展水平测度体系,运用熵值法和K-均值聚类法,测算中国30个省份2021年经济高质量发展水平与空间分布格局。研究发现:中国省域经济高质量发展水平偏低,区域差异显著。中国省域经济高质量发展呈现出由东向西依次递减的空间分布格局,空间分布差异明显,区域经济高质量发展非均衡性矛盾突出。具体来看,北京的经济高质量发展水平位居全国榜首,其次是上海、浙江、广东、天津,陕西、安徽的经济高质量发展水平进入全国前十,成为中西部地区众多省份中的佼佼者;新疆、山西、重庆、黑龙江、广西的经济高质量发展水平位于全国后列;创新发展、协调发展、绿色发展、开放发展、共享发展5个维度的得分均较低,其中创新发展水平最高,开放发展水平最低。研究能够为加快推进中国经济高质量发展和区域经济高质量协同发展提供经验参考。High-quality development has become the basic feature of China’s economic and social development,and is an inevitable requirement of building a modern socialist country in all respects.Based on the perspective of new development concept,this paper constructs a measurement system of high-quality economic development level including 27 indicators in five dimensions of innovative development,coordinated development,green development,open development and shareable development,and scientifically measures the high-quality economic development level and its spatial distribution pattern in 30 provinces of China in 2021 by using the entropy method and K-means clustering method.The results show that the high-quality economy development level in China’s provinces is low,and the regional differences are significant.The current situation of China’s provincial high-quality economic development has presented a decreasing spatial distribution pattern from east to west,and there are obvious differences in spatial distribution and prominent unbalanced contradictions in the high-quality economic development among different provinces.Specifically,Beijing ranks first in China in terms of high-quality economic development,followed by Shanghai,Zhejiang,Guangdong,and Tianjin.Shaanxi and Anhui have entered the top ten in terms of high-quality economic development,becoming outstanding among many provinces in the central and western regions.The level of high-quality economic development in Xinjiang,Shanxi,Chongqing,Heilongjiang and Guangxi is behind the rest of the country.The scores for the five dimensions of innovative development,coordinated development,green development,open development,and shareable development are all relatively low,with the highest level of innovative development and the lowest level of open development.Research can provide experience and reference for accelerating China’s high-quality economic development of economy and the high-quality coordinated development of regional economy.
