农村社区治理中积分超市运行影响因素研究——基于MAXQDA软件的质性文本分析

摘　　要：基层治理是国家治理的基石,推进农村社区治理对实现乡村振兴、促进农村经济发展以及加强农村社区建设具有重要意义。近年来,农村社区出现新的治理需求,为激励广大村民主动参与乡村治理,破解基层治理难题,多地引入了积分超市来提升村民参与社会治理的积极性。选取淄博市积分超市进行实地调研,利用MAXQDA质性研究软件,采用扎根理论研究方法对调研内容进行三级编码,探究积分超市运行的影响因素。通过分析管理层面、资金层面、运营层面、建设层面四个影响因素的重要程度,发现在各层面中,积分方式、村集体经济收入、村民思想行为发生改变、创建时间与建设模式的重要程度较高。因此,建议今后进一步优化积分体系、拓展资金来源渠道、提升村民主体意识等,保障积分超市运行,推动农村社区治理的良性发展。Grassroots governance is the cornerstone of national governance,and the promotion of rural community governance is of great significance to the realization of rural revitalization,the improvement of rural economic development as well as the enhancement of rural community construction.In recent years,new governance needs have emerged in rural communities,and in order to motivate the majority of villagers to take the initiative to participate in rural governance and to solve the problems of grassroots governance,many places have introduced an innovative governance platform,Points Supermarket,to enhance the enthusiasm of villagers'participation in community governance.We selected the points supermarket in Zibo City for field research,and conducted three-level coding of the research content to explore the influencing factors of the operation of the points supermarket based on the MAXQDA qualitative research software and grounded theory.By analyzing the importance of the four influencing factors,namely management,funding,operation and construction,it is found that points system,the income of the village collective economy,the change of the villagers'thoughts and behaviour,the time of creation and the construction mode have a higher degree of importance among the influencing factors.Therefore,it is recommended to further optimize the points system,expand funding sources,and enhance the awareness of villagers to guarantee the operation of the points supermarket and promote the healthy development of rural community governance.
