摘 要:为缓解深圳市水资源短缺问题,保障经济高质量发展,借鉴国内外先进经验及非常规水源利用新要求,围绕现状平均水资源量少、供水水源单一、非常规水源利用率低、体制机制不健全等四大问题,构建“两水统筹、多源互补、三生协同、集散分配”水资源配置格局。提出“雨水集蓄回用、再生水集中利用、海水淡化战略储备”非常规水源利用策略;采用源头滞蓄、互联互通、厂站扩容、提质增效、分散取水、海水淡化措施,构建非常规水源利用工程体系;通过修订法规、指标约束、拓展融资、政策激励、风险防控、运营管理等手段,构建非常规水源利用管控体系,对增强区域水资源刚性约束,推进非常规水源开发利用具有重要意义。To alleviate the shortage of water resources in Shenzhen,ensuring high-quality economic development.The progressive experiences were used at home and abroad,new requirements were followed of unconventional water source utilization.Four major issues:low average water resources,single water supply source,low utilization rate of unconventional water sources and incomplete institutional mechanisms were focused.“Two water resources coordination,multi-source complementarity,three generation coordination and centralized distribution”water resource allocation pattern was structured.The unconventional water source strategy of“collection and reuse of rainwater,centralized utilization of recycled water and strategic storage of seawater desalination”was proposed.The measures such as source retention,interconnection,expansion of power plants and stations,improvement of quality and efficiency,dispersed water intake,and seawater desalination were used,establishing unconventional water source engineering system.The revision of regulations,indicator constraints,expansion of financing,policy incentives,risk prevention and control,operational management were proposed,founding unconventional water source control system.It was of great significance to enhance the rigid constraints of regional water resources and promote the development and utilization of unconventional water sources.
