城市游憩空间规划发展的理论演进与国际经验启示

摘　　要：在当前我国推进城市品质提升的重要时期,全面认识国际城市游憩空间规划的理论发展与成熟经验是规范技术工具、创新管理制度、完善公共政策的重要依据。文章基于“逻辑—理念—范式”分析框架,尝试梳理城市游憩空间规划发展历程中的一系列价值导向与核心理念,从中进一步总结提炼其所蕴含的流程管控、技术方法和实施管理3个方面的国际经验与启示,并针对我国目前存在的主要问题与发展障碍因素,提出应对规划转型升级的方向性策略,以实现规划逻辑与价值目标的升级,规划理念与研究内容的适应性转向,以及规划范式与管理政策的创新性转变。In the important period of improving China's urban quality,comprehensive understanding of the theoretical development and experience of international urban recreational space planning is an important basis for standardizing technical tools,innovating management systems and improving public policies.Based on the analysis framework of “logic-idea-paradigm”,this paper tries to sort out a series of value orientations and core concepts in the development of urban recreation space planning,further summarize and refine the international experiences and inspirations in process control,technical methods and implementation management.In view of the major problems and obstacles to development in China,this paper propose directional strategies for planning transformation and upgrading,so as to realize the upgrading of planning logic and value objectives,the adaptive shift of planning concepts and research contents,and the innovative transformation of planning paradigms and management policies.
