湖南省科技期刊数字化建设水平提升路径——基于《学术期刊平台建设技术共识(2023)》的定量分析

摘　　要：以《学术期刊平台建设技术共识(2023)》为基础,对湖南省64种科技期刊数字化水平进行定量分析,发现湖南省科技期刊主要存在数字化生产方式推广不足、数据保存缺乏标准规范、平台和新媒体运营能力不足、版权意识薄弱、安全意识有待提升等问题。借鉴中南大学出版社数字化统筹项目实践经验,结合期刊支持区域集群建设的意愿、需求和建议,提出加快区域数字化平台建设、推广标准化流程、制定数据标准规范、提升数据管理水平、做好安全防护的实施路径,以解决各刊数字化建设的问题和需求,提升湖南省科技期刊数字化建设水平;在科技期刊平台建设过程中,还应持续关注人工智能等技术的发展,激发数据要素价值,加强人才队伍建设。提出湖南省持续开展科技期刊资助项目、引导加强数字化建设、建立长效监测机制、采取定性与定量相结合的方式、开展成效评估工作5点建议。Based on the recommendations outlined in the Technical Consensus on the Construction of Academic Journal Platforms(2023),this study conducts a quantitative assessment of the digitization level of 64 scientific journals in Hunan Province.The findings highlight several critical issues,including inadequate promotion of digital production methodologies,the absence of standardized data preservation protocols,insufficient operational capabilities of platforms and new media,weak copyright awareness,and the urgent need for heightened security consciousness.Drawing upon the practical experiences from the digital coordination project of Central South University Press,and taking into account the journals'willingness,needs,and suggestions for supporting regional cluster construction,this article proposes implementation pathways to address these identified issues and demands.These pathways encompass accelerating the development of regional digital platforms,fostering standardized processes,formulating comprehensive data standards and norms,enhancing data management capabilities,and strengthening security measures to elevate the digitization level of scientific journals in Hunan Province.Furthermore,the article emphasizes that platform construction for scientific journals should continually prioritize the advancement of technologies such as artificial intelligence,unlocking the potential value of data as a pivotal resource,and reinforcing talent team development.Lastly,it recommends that Hunan Province persist in implementing funding programs for scientific journals,provide guidance and strengthen digitization efforts,establish a long-term monitoring mechanism,and adopt a holistic approach combining qualitative and quantitative methods to effectively evaluate outcomes.
