摘　　要：创新是引领发展的第一动力,保护知识产权就是保护创新。将国家知识产权示范城市政策作为一项准自然实验,采用双重差分法考察知识产权保护对经济发展效率的影响。研究发现:知识产权示范城市建设能够发挥创新战略引领效应、融资约束缓解效应、法制环境改善效应提升技术创新水平和经济发展效率;培根分解的结果进一步验证了知识产权示范城市建设赋能经济发展效率具有稳健性;异质性分析结果显示知识产权示范城市能够有效提升西部地区经济发展效率,对长江经济带地区、产业结构水平较高地区以及非老工业基地地区经济发展效率的边际贡献较高;影响机制的结果表明知识产权示范城市建设通过促进绿色技术创新、推动科技人才集聚等渠道提升经济发展效率。因此,要构建高效的知识产权保护执法体系,通过税收减免、研发补贴等政策工具,鼓励企业加大绿色技术研发投入,推动绿色专利的产业化和规模化应用,进而提升经济发展效率。Innovation is the first driving force for development,and protecting intellectual property rights is protecting innovation.With the policy of demonstration cities for intellectual property protection as a quasi-natural experiment,this study examines the impact of intellectual property protection on economic development efficiency by adopting double difference method.It is found that the construction of intellectual property demonstration cities can leverage the leading effects of innovation strategy,the mitigating effect in financing constraints,improving effect in legal environment,and promote technological innovation level and economic development efficiency.The results of Bacon’s decomposition further indicate that the construction of intellectual property demonstration cities is robust to economic development efficiency.The heterogeneity analysis results show that intellectual property demonstration cities can effectively promote the economic development efficiency in the western regions,and have a higher marginal contribution to the economic development efficiency in the Yangtze River Economic Belt,the areas with higher industrial structure levels,and non-old industrial base areas.The results of the impact mechanism indicate that the construction of intellectual property demonstration cities improves economic development efficiency through such channels as promoting green technology innovation and promoting the gathering of sci-tech talents.Therefore,it is necessary to establish an efficient intellectual property protection enforcement system,and through such policy tools as tax reduction and R&D subsidies,encourage enterprises to increase their investment in green technology research and development,promote the industrialization and large-scale application of green patents,and thereby promote economic development efficiency.
