摘 要:为了增强延迟退休政策的可行性、增进政策之间的协调与配合,有必要基于代际支持理论考察延迟退休对家庭生育的作用路径及其影响效应。通过文献整理和分析发现,延迟退休能够以挤占隔代抚养时间的方式,对家庭生育数量和质量的提升以及初育年龄的提前产生抑制作用。同时,延迟退休的确能够减轻家庭养老的“后顾之忧”,但借此会导致“养儿防老”动机削弱还是促进新“养老契约”的达成,仍有待考究。在推行渐进式延迟退休的同时,应多措并举,持续完善老年人就业和家庭生育的社会支持机制,以减轻延迟退休政策的推行压力,配合包容性生育政策的实施,发挥系列政策的最大化效用。In order to enhance the feasibility of the delayed retirement policy and enhance the coordination and cooperation among relevant policies,it is necessary to examine the impact path and impact effect of delayed retirement on family fertility based on intergenerational support theory.Through literature review and analysis,it is found that delayed retirement can,by occupying the time for intergenerational raising,have a suppressive effect on the increase in the number and quality of family fertility as well as the advance of the first childbirth age.Meanwhile,delayed retirement can indeed alleviate the“worries”of family elderly care,but whether it will weaken the motivation of“raising children for providing against old age”or promote the achievement of a new“elderly care contract”still needs to be studied.While gradual delayed retirement is being implemented,it is necessary to take multiple measures and continuously perfect the social support mechanism for elderly employment and family fertility so as to alleviate the pressure of implementing delayed retirement policy,cooperate with the implementation of inclusive fertility policy,and maximize the effectiveness of a series of policies.
