廓清基层群团组织和群团基层组织概念推动科协系统深化改革取得新突破——兼谈“基层科协组织”与“科协基层组织”

摘　　要：推进深层次群团改革的关键之一是基层组织改革。十年来,尽管群团改革取得了很大成效,但“四化”和“四缺”等问题仍一定程度存在,未能得到根本解决。文章分析了群团基层组织改革存在问题的根本原因,讨论了“基层群团组织”和“群团基层组织”的基本概念,提出了基层组织改革的基本逻辑,为深化群团改革、解决“四化”和“四缺”等找到了解决之策。同时,结合科协系统深化改革,廓清了“基层科协组织”与“科协基层组织”概念,明确了科技社团的“科协基层组织”身份,为推动科协系统深化改革找到了新突破口。文章也提出了科技社团的改革方向和相关举措,以期为科协系统进一步深化改革提供决策参考。One of the keys to promoting depth mass organization reform is the reform of grassroots organizations.Over the past decade,although significant achievements have been made in mass organization reform,problems such as"four malpractices"and"four shortages"still exist to a certain extent and have not been fundamentally resolved.This article analyzes the root causes of the problems in the reform regarding grassroots organizations of mass organizations,discusses the basic concepts of"grassroots-level mass organizations"and"grassroots organizations of mass organizations",and proposes the basic logic of grassroots organization reform,thus finding solutions to deepen mass organization reform and address issues such as"four malpractices"and"four shortages".At the same time,as the deepening of the reform in the system of China Association for Science and Technology,the article clarifies the concepts of"grassroots-level Association for Science and Technology"and"grassroots organizations of Association for Science and Technology",clarifies the identity of"grassroots organizations of Association for Science and Technology"for scientific and technological societies,and finds a new breakthrough for promoting the deepening of the reform in the system of China Association for Science and Technology.The article also puts forward the reform direction and relevant measures for scientific and technological societies,in the hope of providing decision-making references for the further deepening of the reform in the system of China Association for Science and Technology.
