支撑未来产业发展的创新生态主要特征及培育路径

摘　　要：未来产业是驱动经济社会变革式创新发展的关键领域,引领着全球科技前沿的发展。但未来产业发展过程中也伴随着高风险性与致毁性等危害创新生态的新问题,对产业配套设施、战略科技主体协同和科技创新内生动力等创新生态要素保障提出了新要求。文章从未来产业的内涵特点及创新生态的发展规律出发,系统梳理了未来产业发展给当前创新生态所带来的客观需求与挑战,探究支撑未来产业发展的创新生态需求要素。结合中国现阶段创新生态建设情况,从要素支撑与人才保障、战略科技力量产业化协同、开放与国际合作、创新内生动力激发等方面提出相应建议,为培育和营造适宜未来产业不断有序发展的创新生态提供政策参考。Future industry is a key field that drives the transformational innovation and development of the economy and society,leading the development of global science and technology frontiers.However,the development process of future industries is also accompanied by new problems that jeopardize the innovation ecosystem,such as high risk and destructiveness,which put forward new requirements for the protection of the elements of the innovation ecosystem,such as supporting facilities for industries,synergy of strategic scientific and technological subjects,and endogenous impetus for scientific and technological innovation.Based on an analysis of the connotation,characteristics and development law of the future industry,this paper explored the objective requirements and challenges brought by the future industry to the current innovation ecology.It also probed into the innovation elements required for a good innovation ecology in the future industry.Considering the current conditions of innovation ecology in China,the paper puts forward corresponding suggestions from four aspects:factor support and talent guarantee,industrial coordination of strategic scientific and technological forces,stimulation of internal impetus for innovation,as well as opening-up and international cooperation.These suggestions may provide reference for making policies to foster and create an innovation ecology that is suitable for continuous and ordered development of the future industry.
