摘 要:文章以煤炭资源型城市淮南市为例,依据压力—状态—响应模型,构建了淮南市生态环境与经济社会两系统的评价指标体系。用TOPSIS法及修正后的耦合协调模型揭示2010—2020年生态环境系统和经济社会系统耦合协调的演变状态,通过灰色关联模型探究影响两系统耦合协调的内部及外部驱动因素。研究结果表明:2010—2020年淮南生态环境系统和经济社会系统之间的耦合协调程度不断改善,两系统的协调类型逐渐稳定在同步发展类型;生态压力、应对响应、经济发展子系统是影响两系统耦合情况的主要子系统。其中工业生产的煤炭消费量、煤炭行业总资产是主要的外部驱动因素。文章为淮南市的可持续发展提供以下建议:首先,录下淮南市应重视污染源头治理,执行高准入标准、提高能源利用效率;其次,发展绿色经济,优化产业结构,降低对煤炭产业依赖;最后,应持续推进产业转型,以资源禀赋为基础,促进科技成果转化。Taking the coal-based city of Huainan as an example,this study constructs an evaluation index system for the ecological environment and socio-economic systems based on the Pressure-State-Response(PSR)model.The TOPSIS method and a modified coupling coordination model are employed to reveal the evolution of the coupling coordination between the ecological environment system and the socio-economic system from 2010 to 2020.Additionally,a grey relational analysis model is used to explore the internal and external driving factors influencing the coupling coordination of the two systems.The results indicate that the coupling coordination degree between the ecological environment system and the socio-economic system in Huainan continuously improved from 2010 to 2020,with the coordination type stabilizing towards synchronized development.The ecological pressure,response measures,and economic development subsystems are identified as the main subsystems affecting the coupling situation.Specifically,the coal consumption in industrial production and the total assets of the coal industry are the primary external driving factors.Based on the findings,the following recommendations are proposed for the sustainable development of Huainan:First,the city should focus on pollution source control by implementing strict entry standards and enhancing energy efficiency.Second,the development of a green economy and optimization of the industrial structure are essential to reduce dependence on the coal industry.Finally,continuous industrial transformation should be promoted,leveraging local resource endowments to facilitate the conversion of scientific and technological achievements.
