摘　　要：联合国安全理事会自2007以来已经多次举行关于气候变化安全的讨论。安理会是讨论军事行动、地区冲突和安全风险的核心国际制度平台,对全球政治、和平与发展发挥关键作用。但是,气候变化与安全的关系以及安理会参与气候行动成为具有争议的政治议题。安全化理论提供了指涉对象、行为体、具体领域、资源动用和措施制度等分析要素,可用于动态理解安理会气候变化议题的安全化建构过程,更重要的是提供了观察议题去安全化的立场分析。研究发现,气候安全理念在安理会呈现上升趋势,气候议题安全化与去安全化之间持续交锋。气候安全化的领导力结构发生变化,由欧洲国家主导向多元化谈判阵营转向,而去安全化力量逐渐式微。各方围绕“安全”与“发展”、“冲突”与“风险”在安理会平台建构气候议题。The United Nations Security Council(UNSC) has organised a range of debates and discussions on climate change and security since 2007.The UNSC is the core international institutional platform of discussing military actions,regional conflicts and security risks and it thus plays a key role in securing global politics,peace and development.But,linking climate change with other security issues and having the UNSC to be the appropriate platform of discussing the climate security have become very controversial.The securitisation theory offers analytical elements including referent objects,actors,specific fields,resources mobilisation and institutional measures to conduct a deep and dynamic observation of the climate securitisation and desecuritisation of climate issues of the UNSC.This research discovers that the concepts of climate security have been growing,having been securitised and desecuritised.The structure of leadership of climate security has been evolving while the dominant power of the European countries has been declining and witnessing the rise of various climate negotiating groups.The actors of securitising climate issues of the UNSC have been engaged in discursively competing with each other around security and development,and conflicts and risks.
