摘　　要：在全球海洋治理主体、客体、规则、路径的态势变动,以及国家角色、海洋威胁、治理优势、战略目标等内部驱动因素的共同作用下,新加坡持续参与全球海洋治理,塑造了包括多层治理路径、融合治理路径、全政府治理路径、中心—平衡治理路径以及发展—治理协同路径在内的五大全球海洋治理实践路径。通过参与全球海洋治理,新加坡在一定程度上整合了国家海洋治理力量、更新了区域海洋治理方式、优化了全球海洋治理体系,但也存在对全球海洋事务与区域海洋事务治理关注度与资源投入力度不均衡、海洋公共产品供给不足、跨部门协调框架缺失且主体多元性欠缺等问题。新加坡积极参与全球海洋治理为全球海洋治理体系注入了多边主义共识力量、为中小国家参与全球海洋治理提供了参考路径、为中国推进对外海洋治理合作提供了重要支点,展现出了多重现实影响。With the changes in the subject,object,rules and pathways of global ocean governance,as well as the internal driving factors such as national role,maritime threats,governance advantages and strategic objectives,Singapore continues to participate in global ocean governance,and shaped five practical pathways for global ocean governance:multi-level governance pathway,integrated governance pathway,whole-of-government governance pathway,central-balanced governance pathway,and development-governance synergy pathway.By participating in global ocean governance,to a certain extent,Singapore has integrated the national ocean governance power,updated the regional ocean governance pattern,and optimized the global ocean governance system;but also has the following problems:unbalanced attention and investment in global and regional ocean governance,insufficient supply of maritime public products,and lack of inter-departmental coordination framework and subject diversity.Singapore's active participation in global ocean governance has injected multilateral consensus into the global ocean governance system,provided a reference path for small and medium-sized countries to participate in global ocean governance,and provided an important fulcrum for China to promote cooperation in foreign ocean governance,showing multiple realistic influence.
